For users to receive the offer, it has to be:
- A new liker
- Or - The offer is 10% below the previous offer sent to the liker.
- Or - It has been over 90 days since you last sent the same offer to the liker.
To send another offer to a liker within 90 days of your last offer, the new offer amount must be at least 10% lower than your previous offer.
