For users to receive the offer it has to be:
- A new liker
- Or - The offer is 10% below the previous offer sent to the liker.
- Or - It has been more than 90 days since you last sent the same offer to the liker.
To send another offer to a liker within 90 days of your last offer, you must reduce the offer amount by 10% of the previous offer.
